Upon assuming office as the Delegate for the District of Columbia in 1991, Norton wasted no time in making her mark on Capitol Hill. Serving as the voice of DC residents in Congress, she has fought tirelessly to address the unique challenges facing the nation’s capital, from statehood and voting rights to economic development and infrastructure investment.

Norton has been a vocal proponent of preserving and enhancing Washington, DC’s tree canopy, recognizing the numerous benefits trees provide to urban environments. She has consistently pushed for federal support for initiatives aimed at planting and maintaining trees throughout the District. Norton’s efforts have helped secure funding for tree planting programs, tree care, and educational initiatives to raise awareness about the importance of urban forestry.

For instance, she testified before the Committee on Agriculture to ensure that the District received funding for cooperative forestry research programs. By securing federal support, Norton has enabled the implementation of projects aimed at preventing flooding, reintroducing native tree species, and providing valuable educational resources to DC residents.

Beyond advocacy, Norton has played a key role in shaping legislative measures aimed at promoting environmental sustainability in the District. As a member of the Committee on Transportation and Infrastructure, she has supported legislation to improve infrastructure resilience, reduce greenhouse gas emissions, and enhance public transportation systems. Her legislative efforts reflect her commitment to addressing pressing environmental challenges facing our District.

Norton’s advocacy efforts have also led to tangible results in securing federal funding for environmental projects in Washington, DC. For example, her successful lobbying for the inclusion of the District in the Inflation Reduction Act funding resulted in over $9 million allocated specifically for tree planting, tree care, and education. This funding injection has provided crucial support for initiatives aimed at expanding the District’s tree canopy and promoting environmental stewardship among residents.

As she continues to serve as the District’s sole representative in Congress, Eleanor Holmes Norton remains a tireless advocate for Washington, DC, and its residents. Her lifelong dedication to advancing justice, equality, and opportunity embodies the spirit of public service and stands as a shining example of principled leadership in the nation’s capital.
